European Parliament adopts its negotiating position as EUDR revision moves to Trilogue – our analysis and conclusions

Yesterday, the European Parliament adopted its position on the proposed revision of the EUDR. After a series of votes on over 100 amendments, the adopted amendments include new provisions affecting application dates, downstream obligations, and micro and small primary Operators.

With the clock ticking and differences remaining between the three EU institutions’ versions, the Trilogue phase will need to be efficient and quick, in order to finalise the amending regulation before the end of the year.

On 21 October 2025, the European Commission presented its legislative proposal to amend the EU Deforestation Regulation (EU 2023/1115). While the stated intention of the proposal was to allow more time for system readiness and compliance, it included targeted measures to streamline and reduce the obligations of downstream Operators and Traders within the EU, as well as to postpone the EUDR application date.

The Council followed rapidly, adopting its own mandate less than one month later, on 19 November 25. The urgency felt by the institutions reflects their desire to implement an amending regulation before the end of 2025, with a view to postponing the EUDR application date and giving more time for companies to prepare.

Finally, on 26 November 2025, the European Parliament followed suit, adopting the European Commission proposal with 36 amendments.

Next steps

The legislative process now moves to Trilogue, where the three institutions will reconcile their differences and agree on a compromise version of the amending regulation. This must be completed prior to the week of 15 December 2025, when the Parliament and Council will take final votes to adopt the compromise text.

Until the legislative process is finalised, businesses should not assume any amendments or provisions included in one or more of the draft texts will automatically become law. If Trilogue is not completed by the end of 2025, the EUDR will proceed under its current timelines and set of requirements: 30 December 2025 for medium and large enterprises, and 30 June 2026 for micro and small enterprises.
