欧洲债务减免和偿还计划（EUDR）延期：宣布新的申请日期

欧盟债务减免条例》的实施被推迟。2024 年 12 月 3 日，欧洲议会和欧盟委员会根据三主席谈判达成的协议，投票批准推迟实施。随后，欧盟于 2024 年 12 月 19 日在官方公报上发布了正式确定这一变化的修订条例（EU 2024/3234）。

所有经营者和贸易商的申请日期延长了 12 个月，至 2025 年 12 月 30 日。对于 2020 年 12 月 31 日前成立的微型和小型企业（日期不变），申请日期为 2026 年 6 月 30 日，但《欧盟木材法规》（EUTR）涵盖的木制品除外，其申请日期仍为 2025 年 12 月 30 日。
 

国家基准》何时发布？

国家基准进程中的国家名单及其风险等级将于 2025 年 6 月 30 日前公布。

 

欧盟木材管理条例》（EUTR）如何？

欧盟木材贸易条例》将于 2025 年 12 月 30 日废止。然而，它将继续适用于 2023 年 6 月 29 日之前采伐并在 2025 年 12 月 30 日至 2028 年 12 月 30 日期间投放市场的木材和木材产品（定义见该法规附件一）。在此期间之后，将适用《欧盟木材贸易条例》的要求。

What are the commodities in scope?

The EUDR applies to seven commodities identified by the EU due to their consumption volumes and associated deforestation risk: timber, rubber, soy, palm oil, coffee, cocoa and cattle.
